Corruption in India
– a case study
To BBC and media
28 June 2004
Sirs,
With most respects to the principles of jurisprudence I humbly submit the results of my research work on the subject matter of corruption in India.
A professor from a
reputed engineering college in India was used to force lady trainees/ students
for sex in return for career benefits. One day he was caught red handed by the
security officer while having sex in the guest house. The angered influential
professor invoked the Central Civil Service rules and filed a major penalty
charge of misbehavior against the security officer with that trainee girl. In
the quasi judicial proceedings the scientist (author of this research work) was
not allowed as a defense assistant and punishment was imposed on that innocent
security officer.
The same
professor altered his service records and was drawing two salaries for the same
period in violation of Central Civil Service Rules of Government of India. The
Administrative Officer who made this complaint was not allowed as a witness in
the quasi judicial proceedings. This professor has caused an evolution
in jurisprudence by not allowing genuine evidences and by allowing
fabricated evidences.
This corrupt
professor was collecting money for sanction of study leave
and deputations. For not having paid the bribe amount, he altered the
service records and reduced the Master’s degree qualifications of the above
scientist to a License in Electrical Engineering from an electricity board.
While doing so he totally disregarded the order that despite the cussed
behaviour of this official the scientist obtained Mtech degree with distinction.
He took up the qualification and related matters against the scientist before
the Supreme Court of India vide a special leave petition. After that he referred
the same matter before the review bench of Supreme Court of India for ex-parte
hearing and ex-parte orders. Having
failed in that too he committed fraud in complying
with the orders of the Supreme
Court and claimed that he managed to obtain an ex-parte stay order from the
constitutional bench of Supreme Court of India. He further claims that he managed to obtain an ex-parte stay
order against the above scientist by a writ
petition in the High Court. When contacted the Honorable High Court and Supreme
Court go into silence mode. The Administrative Officer tells that by paying
sexual bribe to the connected justices fraudulent ex-parte stay orders were
obtained in violation of Constitution of India Article 226 time limitation of
two weeks.
The evidence of the
Administrative Officer is that this professor is a fraud, forger and a corrupt
bastard.
The honest scientst
who made complaints against the corrupt Professor was removed from service. Two
court orders were passed for reinstatement in service; but, the authorities are
not complying with orders. The authorities under the influence of this corrupt
professor are demanding bribe even for proper subsistence allowane or pension
payments.
BBC may think that
the above is unsubstantiated research
work on corruption.
