relevance: a copy of the provisional certificate dated year 1989
was submitted through Head of Divison in the year 1989. The 
despatch registers were not allowed to prove the same in the inquiries.
As on 5 March 1991 dated NAL Manpower document even this qualification 
was removed by the Director and the corresponding benefits 
are denied even now.

by the University and passed the examinations in  February
1987 has this day been  admitted by the Executive Council of the 
University to the degree of

Relevance: see the NAL show cause notice dated 28-4-1988 for 
having completed this degree without NAL permission.
The Director refused to include this degree in the service records.
The section officer Shri K.Durai who signed this false show cause
notice under  the instructions of the Director was not allowed
as a defence evidence in the hearings on 1993 and on 1999. Innumerable
representations and complaints were sent to the Director General and 
Hon'ble Prime Minister of India on this subject. In the year 1989 the
Director placed his own hands and signed a false statement in the court
OA 396) that I had not completed this degree. In the year the Director
signed adverse remark in my CR for 1987 in which this degree was 
included. A copy of this degree was submitted through Dr P.A.Paranjpe,
Head of Division in the year 1987; but, the Administrative Officer
deposed untruth in the year 1993 that I had not submitted my 
qualifications through Head of Division as seen in my service records. 
In the year 1999 I was  compulsorily retired based on deposition of 
another Head of Division that bsed on my qualifications work was 
allocated; but, it was not done by the scientist. To handle such 
false documentary evidences before a legally experienced staff from 
the vigilance section as the presenting officer, it was absolutely 
essential to have the help of a lawyer as a defence assistant which 
was denied.

relevance: as per the order of the Director, NAL this qualification was
removed from service records which may be seen from the nominal roll 
dated 1 June 1988  to deny the benefit of stepping up my pay
(wef 1-2-1986) on par with my junior Mr K.Krishnamurthy, B.E.
 Note: ITE was renamed as IETE later
Innumerable representations/complaints were made on falsification of 
service records by the Director, NAL.
Now the departmental stand is that the complaints are baseless and
the service records are not allowed as evidence further details of
this falsification. Similar is the status of many other qualificatins,
thesis and work reports submitted to the Director.
